You try a complete system shut down and restart completely powered off? I doubt that will help but you never know. I had a similar problem with me downloading my free monthly games. If I didn’t download my Xbox 360 game first on my 360 and on my Xbox One first it wouldn’t let me. Somehow that problem is fixed now. I didn’t do anything. Is it set as your new home Xbox yet? That DRM and liscensing can be tricky and a pain in the a$#. Check and make sure all your info is correct and set as your home Xbox. I’m assuming it just popped up and started without you downloading them one by one from your owned list. Maybe cancel them all. It won’t change you owning them. Then go into your owned games. I forget which menu but it’s in there in the my games and your downloads menu somewhere. And try downloading them one by one. Hit each game and hit download again. Wait a few seconds before you try to hit download on the next one. It’ll be a pain in the butt but maybe it’ll work. Other than that I dunno. Because the Xbox help guide is usually not useful and doesn’t explain much. Customer service maybe but they might not be very helpful either. Maybe check Google and the posts that are not from Xbox or their website. All I can think of is cancel and download it all one by one. Hopefully someone else can have something to add. I don’t have a Series I have a Xbox One S. But it basically did that and started downloading everything I owned immediately without me even hitting anything. Stalled and I did a system reset. Then it started downloading correctly. I dunno. Good luck.
